July 2010 -- A Form 1099 Storm
(Ed Stein -- main page)

Form 1099

July 2010 Comment:

Few people know that burried within the 2,409 page health care law was a provision requiring that IRS 1099 forms be filed for every purchase made from individuals or corporations when they buy goods or services valued at more than $600. This means that if you own a business or professional practice and purchase $601 worth of office supplies, you will have to issue the supplier a 1099 form. Think of that for a moment. How many $600 transactions occur over the course of business week? millions? many millions? And now a 1099 form will need to be generated for each transaction. Some businesses will need to hire someone just to process 1099 forms. Cato Institute has called the measure "a nightmare." As it stands, a group in Congress is attemtping to have the provision nullified.

Beyond the questions about legislation that is simply bad, one wonders who in Congress actually reads these voluminous bills. 2409 pages? And how can the IRS meaningfully process the avalanche of paperwork itself??? You have to be kidding me...
